According to the prevailing view among scholars, it is essential for someone who intends to perform Umrah from Mecca to exit to the حلّ—whether it be التنعيم or another location—before entering the state of Ihram. It is permissible for him to take a shower at his accommodation (such as a hotel) and put on the Ihram clothing there before heading to التنعيم to assume Ihram. If he does not go to a الحلّ, he is required to offer a sacrificial animal. For further details, please refer to the fatwa: 125178.
